Currently, the Firm provides legal services for approximately 1,000 members in the MN FOP’s Legal Defense Plan. This plan, conceived in 2002, is the premier law enforcement legal defense plan in the state. No other plan offers as comprehensive coverage for on and off duty coverage. The cases range from homicide investigations, such as a duty related shooting, serious felony allegations, to misdemeanor cases such as DWI’s. Many officers have been and are commonly subject to a host of false allegations levied against them because of their status as a police officer or other motivations. Police Law is one of Mr. Fowler’s specialties.
A critical incident is any situation that involves a use of force that results in injury or death, a pursuit leading to injury, or any other action that could result in serious or immediate disciplinary action or criminal investigation.
In a critical incident:
1. Remain Calm – legal help will assist you soon.
2. Call the number on the front of your card right away.

3. Do NOT write any reports, give any statements, nor sign or agree to anything until you have contacted your attorney.
4. Do NOT speak with anyone, even your fellow officers, about the facts of the incident until you talk to your attorney.
5. Obtain and review the applicable department policy on firearms and use of force.
Public Employee representation primarily is as general counsel for the Minnesota Public Employees Association, the first major new public sector labor union formed in over 25 years in Minnesota. They have over 35 bargaining units. The Firm also provides general counsel services to five independent labor unions, and one private sector employee union. Practice areas include contract negotiation, mediation and arbitration. The Firm also processes all grievance and discipline arbitrations from start to arbitration and assists with recruitment, elections, and training.
